NECI – Núcleo Especializado para o Cidadão Incluso (Specialized Centre for the Inclusive Citizen) is a non-profit Private Social Solidarity Association that pursues public utility goals.
It contributes to improving the quality of life and full inclusion in society of people with disabilities, incapacities, handicaps or developmental delays in childhood, as well as individuals and families in situations of social and/or economic fragility, valuing their potential and promoting their skills.

How It All Happened – The Story of NECI
In 1989, teachers Maria Eduarda de Oliveira Santos and José Manuel Campos, who coordinated Special Education and the Interministerial Program for the Promotion of Educational Success (PIPSE) in Lagos, Aljezur and Vila do Bispo, identified a significant gap in assistance for people with disabilities. In response to this need, they decided, together with families in need of specialized support, to found a non-profit association to help children and young people with Special Educational Needs and their families.
With the support of Lagos City Council, which provided the building of an old elementary school in Luz, NECI began its activities in 1991, inaugurating the Occupational Activities Center (CAO), initially with five young people. In 1994, it was recognized as a Private Social Solidarity Institution (IPSS), signing the first agreement with Social Security to guarantee continuous support for users. In the following years, NECI expanded its services and infrastructure to meet the growing needs of the community, including the extension of the CAO in 2001, new technical offices, activity rooms and a gym with therapeutic areas.
In 2003, NECI launched the Early Intervention (EI) service, focused on children up to the age of six with disabilities or at risk of severe developmental delays, guaranteeing specialized technical support for families. In 2007, the facilities were expanded once again to improve the space available for the care and support of users and their families.
With the increase in users, NECI designed and built the Residential Home, inaugurated in 2014, with capacity for 24 users, with the aim of providing a safe space and continuous support. At the same time, adapted outdoor spaces and leisure facilities were created, such as an Adapted Playground, inaugurated in 2009, to complement the therapeutic and recreational support.
Since its foundation, NECI has played an essential role in the community, working in an inclusive and humanized way to respond to the needs of users and families, providing technical and therapeutic support that enhances quality of life and social integration.
